Delivers opening remarks at hearing
on comprehensive immigration reform
WASHINGTON—U.S. Sen. John Cornyn, the top
Republican on the Immigration, Refugees and Border Security
Subcommittee, participated in the subcommittee’s hearing on
comprehensive immigration reform.
Comment from Numbers about Senator
Cornyn:
But especially
disheartening was the mostly agreement from the ranking Republican on
the immigration panel, Sen. Cornyn of Texas. He and Schumer said they
are agreed on most aspects of what needs to be done. Cornyn is a
constantly frustrating figure.
His immigration grade is
pretty good because the citizens of Texas pound him before every vote
and generally get him to do the right thing. But in between he gives all sorts of comfort to the enemies of
American workers and communities.
Keep the pounding up!

Update on Texas Legislation:
Senator Dan
Patrick's bill SB 357 relating
to hiring illegal aliens was shut down in the Transportation and
Homeland Security Committee. The vote was 4-4.
Senator Patrick has
refiled his bill under SB 2568 which has already been reported
favorably out of committee.

AUSTIN – The voter identification bill that's
likely to reach the House floor would allow Texans to cast ballots if
they can show two forms of nonphoto ID, despite pressure from many
Republicans to require picture IDs for all voters.

Secure Borders
Necessary for Safe and Prosperous Texas Communities
April 24, 2009
Over 1,200 miles of
international border snakes along the Rio Grande through Texas, giving
our state the distinction of holding more international boundary than
all other states on the Mexican border combined. While this position
grants Texas unmatched access to the economic benefits of international
commerce and has deeply enriched our state's culture and heritage, our
shared border also leaves us particularly vulnerable to the challenges
associated with illegal immigration and Mexican drug trafficking
organizations

DHS Secretary Janet
Napolitano said she plans to move forward with the Western Hemisphere
Travel Initiative that will require U.S. citizens to have a passport or
other U.S. approved documents before crossing the border. Currently,
U.S. citizens just need proof of ID.
The new initiative is set to go into effect
on June 1. U.S. citizens will also need passports or passport cards when
traveling to the Bahamas and the Caribbean by air or sea.

Action needed to STOP amnesty
TO: All WFIR Members and Supporters:
As most of you are probably aware, Senator Chuck Schumer (D-NY) Chairman
of the Subcommittee on Immigration, Refugees and Border Security began
hearings on Thursday, April 30th to discuss another amnesty
program for illegal aliens. The hearings were stacked with supporters
testifying in favor of open borders and amnesty, and only one person who
testified in opposition to amnesty.
Every concerned American citizen URGENTLY need to email Senator Schumer
and all of his committee members to let them know that just like in 2007
we were adamantly opposed to the McCain / Kennedy amnesty bill and we
will oppose all attempts to pass amnesty this year just as vigorously as
we have in the past.
Following is the web form contact information for all Subcommittee
members of the Committee on Immigration, Refugees and Border Security.
The letter in parentheses after their name is the immigration report
card grade as shown on NumnbersUSA.
To take less time and typing of message texts to the Senators, I
recommend that you copy and paste your message onto each Senators web
mail form.

IMMEDIATE ACTION NEEDED:
Farmers Branch City
Councilman David Koch has provided a summary of SB 1398 that will affect
what Farmers Branch is trying to do in their city regarding illegal
immigration. Please read the summary and take action. Capitol Switchboard:
512.463.4630
SB 1398 and its companion now moving swiftly in the House is a bill aimed at Cities (specifically Farmers
Branch) to stop their ability to deal with illegal immigration through the granting of licenses for the
occupancy of single and multifamily dwellings. Cities have attempted to enact ordinances that require
only legal residents to occupy housing in their communities. These ordinances have been bombarded by
several law suits aimed at doing away with local community’s attempts to work with the federal
government to address illegal immigration. The City of Farmers Branch has spent well over $ 1 million to
defend their license ordinances to date and has not reached the appellate court at this time. If passed
into law, SB 1398 would interfere with the current legal proceeding which is ongoing concerning the
validity of their ordinance requiring a rental license to occupy a single or multifamily unit in the city. It
would strip a city’s local control to issue licenses and cost tax payers a great deal of money in the
process. The bill is an end around of the legal system and violates the rights of Texas cities to regulate
local affairs. Stopping the Farmers Branch efforts with this legislation will also eliminate the possibility of
other communities benefiting from the outcome of the court concerning illegal immigration. In effect,
the legislation would derail efforts by many communities to help the federal government address the
illegal immigration problem. The bill has been slipped through the Texas Senate and is moving quickly
in the House. It is apparent that the manner in which the bill has been maneuvered that most members
of the Senate and House do not know its ramifications.

As immigrant and Latino organizations gear up
to urge illegal immigrants to participate in the 2010 census, a Latino
evangelical leader is telling them to boycott the count unless
comprehensive immigration reform is enacted.

AUSTIN – A requirement that voters show photo
identification narrowly won a House committee's approval Monday, but the
chairman of the panel said the measure probably can't pass the full
House in its present form.
Rep. Rafael Anchia, D-Dallas, voted against
the bill, promising a "long debate" when it comes before the full
House.
"There will be pretty aggressive opposition to
this bill," he said. Anchia predicted the fight would kill other, more
important legislation because it will consume so much of the House's
time with just three weeks left in the session.

Oklahoma
City (AP) -- The Oklahoma House gave final passage Wednesday to
legislation that asks voters if they want English to be the state's
official language, ending weeks of dialogue over the divisive issue that
opponents said is aimed at Hispanic immigrants.
Without debate, House members passed the Senate-passed measure 89-8. It
now goes to a statewide ballot where voters will decide the issue in
2010.

Ten Years
Ago – July 1, 1999 (Congressional hearing)
Rep. Elton Gallegly (R-CA): We had a pilot program
going in my county and also in Orange County California for
pre-arraignment for individuals who come in to screen them to
see if they were legally or illegally in the country, for crimes
committed other than immigration violations.
In the first year, in the pilot program, we found that
in my district 67% of those screened were illegally in the
country. ...It [a bill to expand the pilot program
nationwide] passed the House 428 to 2 and it passed on a
unanimous consent calendar in the Senate, and with that type of
support the president [Clinton] did not veto it, he signed it
into law. Can you tell my why the administration is not
following the authorization of Congress on that?
Robert Bach (INS Commissioner for Policy and Planning):
First, you're getting a memo on that – it's on the way.
Gallegly: It's in the mail?
